  1. Structure of Launching Group (Does the LG need formal chair, etc) and Format of Meetings

    No need for formal Chair at this stage.

    Format of meetings should be via listserve and e-mail, and when needed, conference calls.

  2. Agree Application For Membership Form

    Agreement on draft membership letter with modifications to make sure wording is consistent with bylaws (specifically look at use of term registry), and addition of reference to relevant bylaw sections.

  3. Agree Announcement of Call For Members and Publication of Membership Form

    Once LG approves modified letter based on call, make it available to ccTLD community via different means. Means include sending it out electronically, sending it out in paper form (post), creating an online membership application form. All membership application submissions should go to the LG (via ICANN Secretary). Membership applications would be posted on website (section for ccNSO)

    Prepare a one-page factual document on why to join the ccNSO. This should accompany membership application materials made available to ccTLD managers.

  4. Discuss Council Election Timing and How the Election Should Be Organized

    Discussion on whether single election based on single set of rules or regional elections based on respective rules. Issue of how to approve a process, and whether individual processes in respective regions makes matters very complex. General view that on process uniform rules and single election may be more efficient.

    Timeline should be one that allows for completion (including resolution of any possible disputes) in time to have a ccNSO meeting in Carthage.

  5. Any Other Matters Raised

    In discussion of agenda items two matters were raised:

    Conflict: General sense that while interesting issue, not something possible to decide on the call, can continue if needed on the LG list. Also sense that it is not something for the LG to address.

    Disputed delegations: with the membership applications posted, sense was that if there is a dispute that would be brought to light. General sense that if a dispute, that was something the respective ccTLD had to work out with ICANN and the parties involved.
