Javier Rúa-Jovet is a former Puerto Rican public servant and regulator initially focused on natural resources/environmental/land use and more recently on Information and Communications Technologies (ICTs) as well as resilient renewable energy, like distributed solar plus storage. He currently runs his own consultancy & legal practice (JRJ Consultants & Legal Advisors, LLC) with emphasis on regulatory and government affairs, mostly in the renewable energy and ICT sectors.
Involvement in Transnational Organizations
Before being named by NomCom to the ccNSO, Rúa-Jovet was a two-term council-Member at ICANN's At-Large Advisory Committee (ALAC) representing the interests of Internet end-users from the North American region.
Rúa-Jovet is former Chairman of REGULATEL (the Latin American Forum of Telecommunications Regulators).
Other ICT-related activities
Rúa-Jovet has been recently involved with the UNESCO Chair in ICT4D in production of guidance papers for governments. He was a founding member of the 1st North American School of Internet Governance (NASIG) (2018). He was also a Board Member at Internet Society (Puerto Rico) until 2019.
