Workload & working method
Every member needs to be able to invest a few hours per month towards the work of the group. The group meets through telephone conferences, and potentially in face-to-face meetings during the ICANN meetings. However, most work is done online.
Who can join?
Membership of the ccNSO Review Working Party is open to all ccTLD managers, whether members or non-members of the ccNSO. Members from the ccNSO Guidelines Review Committee (GRC) are invited to join the Working Party as well.

Once we have received your intent to join the Working Party, the ccNSO Secretariat will send you a link to an online Public Data Consent Form. (consult the template here: https://ccnso.icann.org/about/personal-data-publication-consent-16feb18-en.pdf ) Via this form, you consent to ICANN processing data in order to add you as a member of the ccNSO Review Working Party and its mailing list(s). The form explains the information ICANN will process to administer your participation in the ccNSO Review Working Party and how the information will be used this purpose. It also describes the rights you have regarding your information.
The ccNSO Council will appoint the additional members to the RWP as soon as possible.
RWP Roles and responsibilities
- Conduct a self-assessment
- Provide input into the review scope and the Independent Examiner selection criteria
- Provide community outreach support
- Provide input into data collection through for instance online surveys and interviews
- Provide clarification and factual corrections throughout the review
- Once the final report is submitted: assess the feasibility of the recommendations, and provide the OEC with appropriate documentation
Other roles and responsibilities:
Of the Independent Examiner (IE)
- Lead the Review Working Party
- Assess the effectiveness of the prior review improvements
- Review of documents and records
- Observe proceedings
- Develop and conduct surveys and interviews
- Formulate factual observations and implementable recommendations
- Engage with stakeholders for clarification and correction
- Prepare reports
Of the ICANN Board Operational Effectiveness Committee (OEC)
- Provide oversight
- Approve the scope of the review
- Confirm the selection of the independent examiner
- Accept final report and the Review Working Party's feasibility assessment and prepare recommendations for Board action
- Approve the implementation plans
- Monitor the progress of implementations
Of the ICANN Organisation (ICANN Org)
- Facilitate the review process
- Prepare a request for proposals, run a competitive bidding process
- Select the independent examiner in accordance with the selection criteria
- Monitor the timeline and the resources
- Support outreach and engagement
- Manage the public consultation and the public comment processes
- Assist with the preparation of the review implementation plan, if/when required
Background and links
The ICANN Bylaws, in Section 4.4(a), call for periodic reviews "of the performance and operation of each Supporting Organization, each Supporting Organization Council, each Advisory Committee(other than the Governmental Advisory Committee), and the Nominating Committee (as defined in Section 8.1 ) by an entity or entities independent of the organization under review."
As per the Bylaws, the goal of these reviews shall be "to determine:
(i) whether that organization, council or committee has a continuing purpose in the ICANN structure,
(ii) if so, whether any change in structure or operations is desirable to improve its effectiveness and
(iii) whether that organization, council or committee is accountable to its constituencies, stakeholder groups, organizations and other stakeholders".
At the 12 January 2017 council meeting, the ccNSO Council agreed to launch a call for volunteers for the ccNSO review Working Party.
