ccNSO Working Group Updates

Update by the CWG on the use of country & territory names as TLDs (CWG UCTN)
The Group has finalised its discussion on 2-letter codes, deciding that the status quo should be maintained: 2 letter codes (in ASCII) should remain reserved for cc-TLDs in accordance with the ISO List. After analysis of the community feedback on 3-character codes, a straw-person proposal on 3-character codes was presented and discussed during and following ICANN55. A broad cross-community session was held in Helsinki, where valuable input was received that has been taken into account by the group, focusing on the feasibility of a harmonized framework for the use of country, territory and other geographic names. The Working Group will present a progress report to the community and is working on developing its Interim Report for public comment, which includes the consensus views to date, the issues that the Cross-Community Working Group has surfaced and the conviction of the WG that a harmonized framework is not feasible. To assess whether such a framework would be feasible is the first task the WG has to undertake according to its Charter
Update by the Strategic and Operational Planning (SOP) WG
The goal of the SOP Working Group is to coordinate and organise participation of ccTLD managers in ICANN's Strategic and Operational planning processes.
Update by the Extended Process Similarity Review Panel (EPSRP) WG In June 2015 the ICANN Board of directors requested the ccNSO, in consultation with the GAC and SSAC to provide guidance on how to deal with a so-called split decision. In October 2015 the ccNSO established a working group with participants from the ccTLD community and GAC. Following the ccNSO meeting in Helsinki, the EPSRP opened a public comment forum to seek feed-back and input on its proposed guidelines for and refinement of the methodology on the second string similarity review process, including the interpretation of a so-called split recommendation. After closure of the public comment proceeding, the EPSRP Working Group has reviewed the public comments and finalized its report. This final report has been submitted to the ccNSO Council for adoption at their Hyderabad meeting. If adopted the recommendations will be submitted to the Board.
Update by the TLD-OPS standing committee TLD-OPS is the incident response community for and by ccTLDs and brings together folks who are responsible for the overall security and stability of their ccTLD. The goal of the TLD-OPS community is to enable ccTLD operators worldwide to collaboratively strengthen their incident response capabilities.

Policy Development Process: Retirement of ccTLD and Review Mechanism for the decisions on delegation, revocation and retirement of ccTLDs

Formal ccNSO Policy development process to develop recommended policies regarding the retirement of ccTLDs and an Appeals Mechanism on issues of delegation, revocation and retirement of ccTLDs. To date there is no relevant policy in place. With the completed transition the ccTLD community believes the policies need to be in place. The fundamental, existential nature of these processes for ccTLDs and the related issues that need to be addressed, will determine the intensiveness and duration of these processes.
At ICANN56 in Helsinki, the ccNSO Council requested an issue report, to be discussed in Hyderabad at ICANN57. (see ccNSO council decision 12007)

PTI, to present on the IANA Services to the ccNSO
The "Post-Transition IANA" organization, filed under the name Public Technical Identifiers (PTI), is performing the IANA functions pursuant to an IANA Naming Functions Contract with ICANN and subcontracts with ICANN for the performance of the numbering and protocol parameter services.

In the face of maturing demand for .ca domain names, CIRA has introduced new product offerings to create a new dynamism in the company. Having introduced a very successful anycast service, branded as D-zone, as well as new a state of the art registry, branded as Fury, CIRA has grown considerably and experienced improved overall employee satisfaction.

Innovation of CNNIC: What we are doing in China, Dr. Ning Kong (.cn)
CNNIC has been taking the lead in the domestic domain name industry for years. So as to maintain the momentum within this huge and growing market, the business team has given innovation their priority and brought forth new ideas to products, policy research and marketing, which yields very positive results. Apart from ccTLD business, CNNIC is also trying to help other registries to hit the Chinese market.

With the maturing of the domain name market Nominet is building on the success of the .uk ccTLD by taking our DNS expertise to innovate in new markets" from the Internet of Things to managing radio spectrum.
Puerto Rico Virtual: Education and Development, Pablo Rodríguez (.pr)
Nic.pr is engaged in a very ambitious initiative that promotes the use and adoption of domain names and Internet technologies among students, teachers, and researchers in Puerto Rico. These initiatives involve the collaboration with governmental organizations such as the Department of Education, Department of Labor, and both public and private universities. The engagement of the registry through collaborative work with governmental agencies and a diversity of social groups has significantly increase the relevance and awareness of our brand in Puerto Rico.

How does the IANA Stewardship implementation affect ccTLDs and what are the implications for the future?

The main purpose of this session is to inform the community present on the completed IANA stewardship implementation , the post-transition committees such as PTI performing the IANA functions, the Root Zone Evolution Review Committee (RZERC) and the Empowered Community (EC) and the next steps, the IANA Functions Agreement and the IANA Services Agreement, the Service Level Expectations, and the progress regarding the Customer Standing Committee (CSC).

Legal Session

Topic: the evolving model of Internet governance, local policy development implications for ccTLDs

Amendment of Japanese Telecommunications Business Law, Hiro Hotta (.jp)
Japanese Telecommunications Business Law was amended to cover the domain name registries and registrars, and became effective on 20 May 2016. To observe the new law, Registries and Registrars have to define its internal process and report it to the government by establishing its organizational framework and reporting scheme. I'd like to share with fellow ccTLDs about our new legal responsibilities of domain name Registries and Registrars .

Data protection and privacy are a subject of increasing attention. This may not be true for everyone and for every country or region, but it is certainly true for many companies and individuals.
Directory services and whois in particular have been subject of debate and controversy for many years and it will likely be one for the years to come. In an industry undergoing massive global consolidation and where the worlds of ccs and gs cannot always be clearly separated, we need to have a debate on how we want to approach the issue in as many fora as possible. This session shall set the scene and spark off a debate in the light of current and future policy and legal developments.

Consultation on the fight against cybercrime. Over the summer months, DIFO held a public consultation on how to fight cybercrime, especially with regards to the use and misuse of domain names, and the role a registry can play in this. Should it be easier to suspend a domain name? Should the registry tighten our, already strict, validation model even further? The Danish internet society responded in great numbers, from law enforcement, rights holders, to civil rights organisations and we'll present some of the conclusions here.
The changing domain name regulatory & management framework in South Africa, Vika Mpisane (.za)
The presentation will cover key Internet Governance aspects of the recently promulgated National Integrated ICT Policy White Paper. The Policy clarifies Internet Governance principles and policy positions, and provides for the rationalisation of activities, which includes a change in the .ZA domain name regulatory and management framework.

Update and next steps ICANN accountability

This session aims to inform the community present on the implementation of Work Stream 1 (focused on mechanisms enhancing ICANN accountability that must be in place or committed to within the time frame of the IANA Stewardship Transition), and updates will be given on Work Stream 2 (focused on addressing accountability topics for which a timeline for developing solutions and full implementation may extend beyond the IANA Stewardship Transition), and the work by the ccNSO Guidelines Review Committee. The ccNSO further explores its own accountability and transparency.

High-Interest Topics

Two so-called "High Interest Topics" will be organized by the ccNSO:

A Q&A session with ICANN General Counsel on the legal advice that ICANN receives and how that supports the ICANN mission. The expected outcome of this session is a step forward in transparency around the production of legal advice, a better understanding of the operating practices the legal team works within, and ideas how to continue this process to increase community scrutiny of legal advice received by ICANN.
How to do outreach within each SO/AC. What does outreach mean to each SO/AC? The aim is to work on a better interpretation of outreach, and to develop or refine a strategy on reaching out to new potential members as well as to engage new and existing members.
