Meeting introduction: ccNSO Meeting Highlights, Alejandra Reynoso (.gt) Introduction to the schedule of the ccNSO Member days: What to expect in the next 2 days?
Working Group updates: SOP update on the ICANN Ops plan and Budget, Giovanni Seppia (.eu) The goal of the Working Group is to coordinate and organise participation of ccTLD managers in ICANN's Strategic and Operational planning processes.
Working Group Updates: TLD OPS Update, Cristian Hesselman (.nl) TLD-OPS is the incident response community for and by ccTLDs and brings together folks who are responsible for the overall security and stability of their ccTLD. The goal of the TLD-OPS community is to enable ccTLD operators worldwide to collaboratively strengthen their incident response capabilities.
Policy Development Process: Retirement of ccTLDs and Review Mechanism for the decisions on delegation, revocation and retirement of ccTLDs, Bart Boswinkel (ccNSO) and Becky Burr (.us) At its meeting on 10 December 2015, the ccNSO Council discussed the issue of launching formal Policy development processes to address the lack of policy with respect to retirement of ccTLDs and Appeals Mechanism on issues of delegation, revocation and retirement of ccTLDs. More specifically, it was raised that part of the IANA stewardship transition process has demanded that the process or processes need to be commenced, to fill the void of lack of relevant policy. Two separate but clearly interrelated topics will be presented: Whether or not to combine the topics of retirement and Review Mechanism for decision regarding delegation, revocation, transfer and retirement of ccTLDs into one single formal policy decision process (section 2: One or two ccPDPs?) Secondly, Phasing of a formal ccNSO Policy Development Process as defined in Annex C of the ICANN Bylaws (section 3: Structure of ccNSO PDP and tentative minimum timeline PDP). Based on experience to date, the scope of a policy development process or policy related process (DRD WG/FOIWG) and underlying issues that need to be addressed, determine in large the intensiveness and duration of these processes.
IANA update, Elise Gerich (IANA) The Internet Assigned Numbers Authority (IANA) is responsible for the global coordination of the DNS Root, IP addressing, and other Internet protocol resources.
ccTLD News Session. Juhani Juselius (.fi) Wind of change in .fi Fi-domain names will undergo the most radical change of their history on 5 September 2016 when the internationally known registry-registrar model is launched also in Finland. After this, each current fi-domain name holder must have their own registrar that provides them all related services. In addition, the local presence requirement (and many others) will be abandoned which means that anyone can apply for a fi-domain name worldwide.

ccTLD News Session. Andrew Molivurae (.vu) The Vanuatu approach on the management and administration of a ccTLD in a new Competition Market environment The .vu is the ISO 3166-1 alpha-2 codes assigned for Vanuatu. Currently Telecom Vanuatu Ltd manages its core functions as it is both the Registry and the Registrar. Under the Telecommunications and Radiocommunications Regulator Act 30 7(4) of 2009, TRR has the mandate to oversee the Management and Administration of .vu on behalf of the global Internet community as well as the internet community in Vanuatu. Current situation: TRR has consulted on various options on the Management and Administration of .vu ccTLD. TRR is in the process of finalizing the regulation to manage the .vu ccTLD. Going forward : With this new approach, the Registry and Registrar market for .vu will be opened so that multiple organizations within Vanuatu and offshore could consider expressing interests in becoming Registrars base on conditions that will be provided. New rules will continue to be developed to cater for the appropriate stability, security and safety of .vu ccTLD.
ccTLD News Session. Freddy Manullang (.id) .id Country Update

January 2016 the Ministry of Communication and Information Technology Republic of Indonesia launched the '1 juta domain .id' (1 million .id domain name) program.
The program aims to increase domestic bandwidth use and optimize international bandwidth use for overseas services that are accessed by many Internet users in Indonesia, like blogs, mailing lists, instant messaging, and search engines.
Also to increase growth of local digital business.
Implementation CWG-Stewardship proposals including ccNSO Specific items This session is main purpose is to inform the community present on:
  1. Progress implementation work by ICANN and CWG-Stewardship and how it affects interaction of a ccTLD with ICANN/ PTI / CSC and other committees and next steps.
  2. Progress implementation of proposals by ccNSO: Selection and appointment of ccTLD representatives on CSC and RZERC.

What to expect? This cross-community is intended to start the cross-community dialogue on the operational goals, related key performance indicators of ICANN. If successful, this type of dialogue will become part of ICANN's regular planning processes.
Background: The session is organized to provide a basis for the community dialogue and start the focus on ICANNs; operational goals and related metrics

Implementation CCWG WS 1 & Progress to date WS2, including ccNSO Accountability  
Legal Session. David Abrahams (.uk) Changes to registrant terms and conditions in .uk At the end 2015 Nominet consulted on changes to its registrant terms and conditions. These changes were implemented in early 2016 and involved a significant re-write covering changes in industry practice and applicable legislation since the last revision. This presentation will share lessons learned that may be of interest to other ccTLD managers.
Legal Session. Peter Vergote (.be) Court assessment of the .be T&C: more than a play on words? DNS Belgium recently lost a court case (first instance & appeal) against an ex-registrant. The ex-registrant was considered a cybersquatter and was forced to transfer a domain name. DNS Belgium reclaimed costs for the ADR procedure as foreseen by the applicable T&C. The ex-registrant refused to pay up and court litigation was initiated. The ex-registrant claimed that he never agreed with the current version of the T&C and so shouldn't be bothered by it. The judge did not follow that reasoning entirely but interpreted our T&C in a most restrictive way which caused us to lose the trial. Some interesting lessons can be learned from this experience and we will adapt our T&C to fix the issues.

Marketing Session. Dr. Ning Kong (.cn), Marketing and beyond For CNNIC, marketing is never just about sales of domain names and promotion of registration amount. For years CNNIC has spare no efforts to increase the coverage and usage of .CN and .中国domains in China and world-wild. In spite of taking use of the tool of marketing campaign, CNNIC is fully devoted to improve the Internet application and service status so as to foster an effective environment to encourage both individuals and organizations' registration and use of .CN and .中国. Moreover, CNNIC cooperates with many companies to boost the innovation of applications while collaborating with Chinese government to create a favorable policy environment. With the marketing, technical, service and regulatory tools in place, a great increase of the registration amount of .CN and .中国 is seen these years.

Rosalía Morales (.cr), .CR for the Local "Tico" Market Starting in 2014, .CR begins to innovate and create local strategic marketing strategies in order to increase brand awareness, lovemark, and sales. The marketing campaign is based on low cost digital strategies such as social media and Below the Line marketing.

Roy Arbeit (the DNA), update on the Domain Name Association' focus areas and activities Roy Arbeit, the recently appointed Executive Director of the Domain Name Association will provide a brief overview of the organization and its membership, and the key areas in which the DNA is working to support its members and the industry at large.

Cross-Community Session III
Country & other Geographic Names Forum

Cross-Community session under the auspices of the ccNSO. The eternal debate: country, territory and geographic names in the Domain Name System.
What to expect?
The purpose of this sessions is to solicit views of the community on the different issues and views related to the use of country and other geographic names and feasibility of a harmonized framework that could inform and enhance the policy efforts around the use of these names as TLDs.
Background:
The cross-community working group is currently focusing on the use of 3-letter country codes as TLDs. The GW noted diverging interest and opinions, across all communities. The CCWg is also aware of other discussions relating to geographic names. With this in mind the CCWG looks at an opportunity to have a broader discussion on topics relating to the use of country and other geographic names and understand whether a harmonized framework would be feasible
