ICANN Underserved Regions Outreach – Amy Bivins, Registrar Policy Services Manager, ICANN
ICANN's Global Domains Division is exploring strategies to help promote the domain name industry in regions that have typically been underserved. In particular, ICANN is looking at existing barriers to registrar accreditation and operation and considering ways that these challenges might be mitigated.
To that end, we would like to provide an update on this project to the ccNSO and open a dialogue about ways we can work together to promote the domain name industry in underserved regions. ccTLD leaders have significant knowledge about and experience with local market challenges in areas that have been underserved. We hope to learn more from the ccTLD community about the local circumstances and local needs so that we can more effectively target our outreach.

Implementing a multiskateholder model at .pt – an overview – Marta Moreira Dias, .pt
At the beginning of 2013 the former .pt registry – FCCN – merged with a public entity – FCT – The model that was initially proposed by the Portuguese government simply reduced the management of the .pt to one public player. In that context, the community felt obliged to publicly state that we did not agree with the model of management of the ccTLD being in the hands of the government without any participation of other stakeholders who could contribute to the growth and advancement of the .pt. Thus we managed to create a private association – DNS.pt – and developed a new model – multistakeholder – which gathers the government, the registrars and internet Service Providers, and the consumers. This presentation intends to provide a brief overview about this process of implementation of the multistakeholder model, and its impact on the operation of the registry in the past eighteen months.
