Heads up ccNSO members: It is almost time to vote!

This is an alert to the ccNSO members regarding the upcoming vote on the proposed Review Mechanism Policy (ccPDP3-RM), starting 18 April 2023. ccNSO Members can vote on the ccNSO Council's recommendation to adopt the proposed ccNSO policy to introduce a review mechanism for specific decisions of the IANA Function Operator regarding the delegation, transfer, revocation and retirement of ccTLDs.

To learn more about the policy and why your vote is important, you are invited to attend one of the two webinars on 18 April 2023. This is also a reminder to verify the accuracy of your contact details in the ccNSO Member Database ahead of time.

What is this policy about?

At its16 March meeting, the ccNSO Council adopted the recommendation to adopt proposed policy on a review mechanism with respect to decisions pertaining to the delegation, transfer, revocation and retirement of the delegated Top Level Domains (TLDs), associated with the country codes assigned to countries and territories listed in the ISO 3166-1 standard. The proposed policy was developed by the ccPDP3-Review Mechanism Working Group, pertains to decisions of the IANA Function Operator which apply to ccTLDs, and is directed at ICANN.

This policy development effort was originally part of the third ccNSO Policy Development Process, which was initiated in 2017 to develop policy recommendations firstly on the Retirement of ccTLDs, and secondly for a Review Mechanism for decisions pertaining to the delegation, transfer, revocation and retirement of ccTLDs. Following an extensive community consultation, the ccNSO Council decided in June 2021 to separate Part 1 (on the Retirement of ccTLDs) and Part 2 (on Review Mechanism), to expedite the ccNSO decision-making on the proposed recommended policy for the Retirement of ccTLDs. The ccTLD Retirement policy was adopted by the ICANN Board at its meeting during ICANN75 and is in the process of being implemented.

How will the vote be conducted, and why is it important?

Council's recommendation to adopt the proposed policy will be put forth to the ccNSO members to vote on. Your participation in this vote is important! Only if the recommended Review Mechanism Policy gets approved by the ccNSO members, the policy recommendations will be presented to the ICANN Board of Directors for their consideration. Annex B, Article 13 of the ICANN Bylaws stipulates that at least 50% of the total number of the ccNSO Emissaries must vote to constitute the quorum, and more than 66% of the votes received need to be in favor of the Council Recommendation.

Members of the ccNSO, via their Emissaries, will be invited to cast their ballot via confidential online voting. Voting ballots will be sent by tally@icann.org to the e-mail addresses of the ccNSO Emissaries, as listed in the ccNSO Members database. There are currently 173 Emissaries, corresponding to 173 ccNSO members.

Voting in the first election round will start on Tuesday, 18 April 2023 (00:01 UTC) and will close on Tuesday, 9 May 2023 (23:59 UTC). Each Emissary will receive 1 ballot only. You can vote an unlimited number of times, but only the last vote submitted will be counted. Further details regarding the voting methods and instructions will become available shortly.
