Discussion:

  1. Status of the Election Process - Olivier Guillard reported from the Election Group Committee:

    a) The Method: The consensus of the committee continues to favor STV as the method of voting. While it is more complicated to explain to the electorate, STV classifies candidates by order of preference in casting votes.

    b) The Process: AFNIC is agreeable to making available election Software developed for organizing the election of the DNSO when it was hosting the DNSO Secretariat and provide technical support as necessary. The software supports STV. The issue of who will "operate" the election and selection of "election observers" is still pending. A favored suggestion is to ask Glenn DeSaintGery, who is independent and has experience in operating elections in comparable contexts.

    c) The Electorate: This is outlined in the ICANN ccNSO by-laws. Three representatives from each of the five Geographic regions will be elected to the ccNSO Council. Only members within the geographic region will vote for the 3 representatives of their region.

    d) Specific operational procedures in case of a tie need to be detailed.

  2. Issues where additional advice from staff would be useful

    There is only one item for which the group requests clarification by Legal Counsel

    It is the wording and definition in the bylaws of "members" of the ccNSO.

    ". A reminder that the members of the SO are the managers of registries: Section 4. MEMBERSHIP 1. The ccNSO shall have a membership consisting of ccTLD managers...." and that the bylaw on starting up the SO requires the signing up of 30 managers, not 30 registries:"


    Discussion centered on the question of whether it is the Manager, the Supporting Organization or the Registry, that is the actual Member of the ccNSO. Several Managers, who manage multiple Registries are named as the Supporting Organization of the Registry.

    The consensus of the Launching Group is that the "spirit" of the bylaws is that each Registry is a member of the ccNSO . This has further implications for voting in the ccNSO as well as financial contributions to the ccNSO.

    We have verbal indications that legal counsel is in agreement with the Launching Group, and expect a clarification soon.
